Target groups
Citizens, Dutch nationals abroad, entrepreneurs, (ex-)detainees and fraud victims with a Dutch connection — H.O.O.R. helps across Europe.
H.O.O.R.'s services are designed for people with a Dutch identity, roots or a former residential address in the Netherlands — and for cases where those involved, documents and responsible organisations are located in different European countries.
Citizens affected by government action
People facing incorrect or incomplete government information, incomprehensible decisions, poor file access, prolonged procedures or remedy that fails to materialise after recognised injustice. This also applies to people who now live in another European country.
Dutch nationals abroad
Those living abroad and getting stuck often have no one to fall back on: the need for legal help is great, but embassies and consulates do not provide it. Think of help finding the right legal route in the country of residence, support in communicating with agencies — including guidance for conversations with the help of interpreters — and clarifying matters where no diplomatic or consular assistance is possible. H.O.O.R. is the handle for this: we organise the case file, point out the route and connect you with the right local or Dutch expertise. H.O.O.R. is not an embassy, does not provide legal aid itself and does not interfere in proceedings of other countries.
Entrepreneurs and former entrepreneurs
Entrepreneurs hit financially or professionally by government decisions, who lost their business in whole or in part, lack access to decision documents or are stuck in a remedy or compensation process.
(Ex-)detainees
Detainees and former detainees, wherever they stay in Europe, for example with problems accessing documents, complaints about procedures and treatment, stalled communication with agencies, or continuity when returning to society. H.O.O.R. does not take over the role of lawyers, courts or prison authorities.
Victims of online fraud
We help order facts and available information, identify relevant contact points and assess which reporting, complaint or legal routes are possible — from suspicious webshops to cross-border transactions. H.O.O.R. does not promise that money will be recovered and never presents a suspicion of fraud as a proven fact.
No threshold
H.O.O.R. focuses on people with a Dutch identity, roots or a former residential address in the Netherlands. Your current country of residence within Europe or your financial position is not a restriction. Requests are assessed on social relevance, feasibility, safety and whether careful investigation is possible.
