Organisation & funding

Organisational model, budget and funding of Foundation H.O.O.R. — transparent, independent, built up in phases, with a public remuneration policy.

H.O.O.R. is transparent about money: budget, funding sources and independence conditions are public.

Organisational model

The intended core staff consists of three 36-hour roles: chair/strategic coordination, secretary/research and case-file management, and treasurer/finance and operations. The legal structure of paid executive roles alongside the statutory board is being assessed before incorporation, also with a view to the ANBI requirements.

Budget (preliminary estimate)

ComponentAnnual amount
Personnel (provisional reserve)€ 164,080
Other operating costs€ 43,000
Preliminary annual base budget€ 207,080
Planning target€ 210,000 – € 225,000

The personnel estimate covers gross salaries (3 × € 3,500 per month), 8% holiday allowance and a provisional employer-cost estimate. This is a planning assumption, not a final remuneration policy; the final figures will be legally and fiscally assessed. The initial funding requirement (start-up costs plus six-month reserve) is indicatively € 111,540.

Funding sources

Independence conditions

H.O.O.R. does not accept funding conditions that dictate research outcomes or block publication. Funders get no say over case files, conclusions or publications and no access to personal data without a valid legal basis. Continuity does not depend on a single funder.

Phased build-up

  1. Phase 1 — legal and organisational foundation (statutes, governance, ANBI assessment).
  2. Phase 2 — operational setup (intake, mediation protocol, secure case-file environment).
  3. Phase 3 — pilot independent mediation with pre-defined metrics.
  4. Phase 4 — evaluation, scaling up and European cooperation.
